Lee Tubman of Canada and Cesar Torrente of Colombia have been promoted to FEI 4* judges effective Jan. 1, the second highest level of international judging.

Lee Tubman, 54 years old became a 3* judge for both dressage and young horses Jan. 1, 2015.

He competed at CDI Grand Prix in 2012 and 2013 and several horses at international Small Tour level.

In addition to English as his mother tongue, he speaks German, French and Spanish.

Cesar Torrente, 56 years old, became a 3* judge in 2015 and was appointed a 3* young horse judge this year.

He competed at both the South American and Central American/Caribbean Games in 2010.

In addition to Spanish he also speaks English.
